The 2013 Senate rule change allowed the debate on judges other than the supreme court justices to be cut off by 60 votes out of 100. The U.S Senate applied an obstructive tactic to prevent a measure from being brought to vote. The Senate rules permitted the Senators or a Senator, to speak as long as they wished on a topic of their choice. The Senate is also able to cut off debate on executive and judicial branch nominees.
