I believe the answer is: D. Karl Marx
Karl Marx' method is aimed to completely eliminate social stratification by making everything regulated by the central government.
But the communistic method that Marx initiated failed to consider how taking the incentives would reduce the productivity in the nation, which led to the fall of soviet union.
