I am quite confused what this problem asks about.

We are given that:

4,000 / 10 is equal to hundred / 10

 

I believe this problem is asking us how much in hundreds is 4,000

 

Therefore the answer is: 40

 

Such that:

4,000 / 10 = 40 hundreds / 10
