Why did colonists feel the articles of confederation were necessary even though the declaration of independence was alreafy written

It set up a form of government that gave more power to the state governments and formed a weak central government. The Declaration of Independence did not actually form a government, but gained them independence from British control. They still had to form their own government - which started with the Articles of Confederation and later led to the U.S. Constitution.
