Put the equation is slope intercept form so you can find the slope.

3x - 4y = 24
-4y = 24 - 3x
y = -6 + (3/4)x

The slope is 3/4, which will be the slope for the parallel line. Now use point-slope form to find the equation for the line:

y-y1 = m(x-x1) —> y - 2 = (3/4)(x + 4)
