ok so I believe the simplest form of a ratio would mean no decimals, so we can simply multiply 3.5 and 800 by 2, which would give us 7:1600.
We can see that 7 and 1600 have no common factors, hence 7:1600 is the simplest form of the ratio 3.5:800.
