This was still true when Henry VIII (1509-1547 AD) decided to separate England from the control of the Pope. When Henry changed religion he expected the entire country to change religion with him. 

Clovis was the first king of the Franks to become Christian, he controlled the largest single country in Europe at the time. His conversion brought thousands upon thousands of people into the Roman Catholic church.
