Hamilton defended the constitutionality of the banks.

Explanation:

In Hamilton's view, it was better if the functioning of the banks was not interfered by Congress through means other than what are mentioned in the Constitution. He believed that the constructionist nature of the Constitution is exhibited from the idea of the constitutionality of institutions like banks. It was his stand that to keep the economy rigid and strong, both the means and ends need to be constitutional.
