Why is ginger known as a stem, not as a root?

Yes ginger is a modified plant stem and it is not a root. Because it stores food material, grows horizontally in soil ,It has nodes and inter-nodes and It needs chlorophyll. Underground stems area alter plant structures that obtain from stem substance.
